New Publication: Digital Innovation Adoption under Wartime Conditions
Congratulations to Dr. Vered Uziel on the publication of her article, Digital Innovation Adoption under Wartime Conditions: Enacting Entrepreneurial Orientation through Proactive Intergovernmental Bureaucratic Mechanisms, in Public Money & Management (Taylor & Francis).
The article examines how proactive public-sector leadership supports digital innovation during crises. Based on an analysis of 280 interactions between Israel's National Digital Agency and 175 local authorities during the June 2025 Israel–Iran war, the study shows that proactive engagement helped overcome bureaucratic barriers, low awareness, and digital literacy gaps. It also strengthened trust between central and local government and accelerated the adoption of a digital tool for managing resident information during emergencies. The findings highlight the administrative mechanisms through which proactivity drives digital innovation in times of crisis.
