"I am happy to share that a new study of mine, conducted with Prof. Asaf Midani from the Academic College of Tel Aviv-Yaffo, has been accepted for publication in Political Research Quarterly, a Q1 journal in the Scopus ranking. The article is titled: ‘Courts and Horizontal Accountability in Hybrid Regimes: Judicial Review and the Quality of Democracy.’
In this study, we examined a central question: How do courts behave in hybrid regimes—those combining democratic and authoritarian elements? We used Israel as a case study, recognizing that the Israeli regime operates democratically within the 1967 borders but differs in the West Bank.
Through quantitative analysis of Supreme Court decisions from 1995–2018, we found that judges exercise restraint and demonstrate consistency in petitions related to the territories, but intervene more actively and display ideological disagreements on domestic Israeli issues. The study proposes a methodology for assessing the accountability exercised by courts vis-à-vis other branches of government in hybrid regimes."
